Key facts
On 10 February 2010, the Secretary of State at the Department for Communities and Local Government decided to create a unitary council in Norwich City. It followed advice to the Secretary of State in December 2009 from the Boundary Committee for England, which recommended a single unitary council covering the whole county.
The Secretary of State, John Denham, set aside 6 weeks for consultation on the proposal, and that period ended on 19 January 2010. From that date, he allowed a minimum of 2 weeks for consideration of any representations before making his final decision.
